The collections for the first quarter 1864 having therefore been altogether impeded by the delay attending the Notification of the assessed Rates it affected every subsequent quarter - as what should have been accomplished antecedently to the first quarter had to be done during the second and during the third what properly belonged to the second and so on.

In reference to 1865 the Commissioners state:

"A new valuation had been made for 1865 but the Colonial Treasurer seems to have been as passive as in 1863 to the Public Notification with regard to it xxx The Colonial Treasurer has this year on 6th November 1865 taken the precaution of drawing the attention of His Excellency The Acting Governor to the importance of furnishing the valuation Tables for 1866 to the Treasury during the month of November.
